Each year about 50 million tons of waste is discarded by households in Japan. This, along with lack of landfill sites, has become a major social problem. Since about 60% of this waste by volume consists of “discarded containers and wrapping,” reduction of this volume and recycling have become an urgent issue. It was under these conditions that the Containers and Packaging Recycling Law was born in 1995.

“Containers” are bottles, cans, boxes, bags or the like into which merchandise is placed, and “wrapping” is sheets or the like in which merchandise is wrapped. Under the Containers and Packaging Recycling Law, containers and wrapping are defined as those items “which become unnecessary when the contents have been consumed or removed.”

Major “Containers” and “Wrapping” That Come under This Law

 Glass containers (No Color, Brown, Other Color)

 PET bottles (for non alcoholic and alcoholic beverages, and soy sauce)

 Paper containers and wrapping

 Plastic containers and wrapping (other than PET bottles)

The four materials below have market value when selectively collected, so the law does not require recycling by the specified business entities.

  • Steel cans
  • Aluminum cans
  • Paper drink packs
  • Corrugated cardboard

Under the law, the following are considered the “specified business entities”:

(1) business entities that use “containers” or “wrapping” for merchandise they manufacture or sell,

(2) business entities that manufacture “containers”,

(3) business entities that import and sell “containers” or merchandise in “containers” or “wrapping”.

They have been assigned the responsibility to recycle in accordance with the volume that they manufacture or sell. Nonetheless, it would be difficult for the specified business entities to recycle on their own, so this is not realistic. To provide assistance, a method has been created that allows the specified businesses to fulfil their obligations by paying a “recycling fee” to the Japan Containers and Packaging Recycling Association, a government-designated organization.
