In the case of packaging and printed paper, the Recycling Regulation designates the “producer” as the obligated party. The producer is defined as the brand owner or the first importer.

Affected producers have set up the not-for-profit agency Multi-Material British Columbia (MMBC). As a first phase in the development of a stewardship plan, MMBC issued a Request for Proposals in mid-July 2011 to carry out an analysis of the current recycling system and infrastructure in B.C., and based on this, to propose options for a system for the collection and recycling of PPP in the residential waste stream. The contract was awarded in September 2011, and the report is available here. A RFP for Phase 2 of the work (program plan development), is expected to be released sometime in the Spring 2012.
