Obligated producers under B.C.’s program will be responsible for 100% of the costs of managing their post-consumer packaging and printed paper, and will also be responsible for managing  and administering the infrastructure and operations to meet their obligations. While industry may choose to contract with municipalities for service provision, they are not obliged to do so.
